TISI
The Industrial Product Standards Act authorizes the Industrial Standards Institute of Thailand (TISI) to be responsible for certification in Thailand. TISI is not only the government authority in charge of compulsory certification in Thailand, but also the standard formulation and management body, certification body, as well as the laboratory accreditation, personnel training and registration body. Thailand implements the TISI certification system which combines compulsory certification and voluntary certification. The TISI logo is allowed for products that conform to the standard. In accordance with the decision of the Thai Cabinet, TISI also implements product registration as an interim means of certification for products that have not yet been standardized.
More Introduction
1. Thailand TISI certification introduction
2. TISI certification procedures
Product certification requires that products conform to the relevant standards and manufacturers have a comprehensive quality assurance system to ensure compliance with the standards. Therefore, TISI's product certification procedures include factory inspection prior to product certification and post-certification supervision and review in addition to type testing.
1. Product evaluation
TISI evaluates products in accordance with The Thai Industrial Standards (TIS) and special requirements related to product certification in one of the following three ways:
A. Sample is taken and tested by the designated laboratory
Samples are drawn by TISI qualified officers and sent to designated laboratories for testing, or to laboratories accredited by the Thai Laboratory Accreditation System (TLAS) or laboratory accreditation organizations approved by the Industrial Product Standards Committee.
B. Samples are tested at the factory by factory personnel and monitored by qualified TISI officers
When it is considered that the factory laboratory is fully equipped with specific testing equipment and qualified personnel are available, the sampled product may be tested at the factory by factory personnel and monitored by qualified TISI officers.
C. Inspection of test reports
The factory is exempt from repeated testing if its products have been subjected to laboratory testing approved by the Industrial Product Standards Committee. However, if the test report is incomplete or does not conform to the corresponding product certification standards and specific requirements, TISI may take samples for supplementary testing of these items.
2. Factory inspection before certification
Before the implementation of the factory inspection, for imported products, do not need factory inspection, only the quality control process of the document review. For foreign factories, factory inspection is required when review quality control documents indicate that they are inadequate. If the factory has obtained ISO 9000 quality management system certificate, its quality control system will be exempted from review, but the certification authority of the certificate should meet the following requirements:
A. ISO 9000 certification body has been recognized by Thailand National Accreditation Council (ONAC);
The B.ISO 9000 certification body is approved by the Industrial Product Standards Committee.
However, TISI may conduct additional reviews of these items when the factory's quality management system is incomplete or differs from the specific requirements of the product certification and the general requirements of the product quality control system.
3. Supervision and review after certification
Certification after the supervision and review is to ensure that certified products continue to meet the corresponding standards and factories still have the ability to maintain the quality of certified products, supervision and audit system includes:
A. Routine supervision and examination
Supervision and audit can be adopted: supervision of quality control system and/or quality supervision of certified products. The frequency of supervision and examination shall be determined according to the consistency of the quality control system of the holder and the situation of the previous supervision and examination.
B. Supervision of quality control system
The supervision of quality control system mainly adopts sampling test to factory or market. Samples are drawn by TISI qualified officers and sent to designated laboratories for testing, or to laboratories accredited by the Thai Laboratory Accreditation System (TLAS) or laboratory accreditation organizations approved by the Industrial Product Standards Committee.
Note: To monitor manufacturers, importers and sellers without prior notice to ensure that the production and sale of products comply with the Thai TIS standards, to prevent the abuse and misuse of standard marks and any violations of the Industrial Products Standards Act and its amendments.
